I think it is important to ask whether this proposal is:

1) Even appropriate for HTML. Reloading of content might better be considered
   a protocol-level mechanism.

2) More easily addressed by additions to the various inclusion mechanisms
   currently being studied for HTML, and perhaps some recommended DIV
   classes.

I note that once again, Netscape has designed markup that is largely
presentation-oriented. Sigh.
