HTML EDITOR

Is anybody aware of an HTML editor running on X platforms,
written in C and whose source is available?
(In fact I do not even want an editor but needs only a viewer
so that I can distribute documents in HTML formats to people that may
not be on the Internet, what I basically need is a Mosaic Viewer without
any of the TCP/IP stuff)
