BGCOLOR and HR's

Netscape 1.1 uses the BGCOLOR for the color of HR's and 
table borders. Is there a way, other than using GIF's for 
rules or backgrounds, to make the HR and border colors
different from the background color? 

Making them the same color of the background seems a bit
self defeating.

If you're readying an anti-Netscape reply, save your
breath (or finger energy, at any rate). I've heard it.
