A browser for form-based file upload???

Does anyone know a browser for MS-Windows which is capable of uploading
files. It means that the browser has to accept HTML3. In HTML3 the
type-attribute of the input-tag of forms is extended with a type "file".

Arena would be a browser which supports HTML3, but as far as I know not
available for MS-Windows. And although the DTD suggests that it supports
file upload I'm not sure of that. Maybe someone can tell me if Arena is
supporting file upload.
