I'm not sure if NCSA's processed files support includes, but they certainly don't provide the #if capabilities that you really want. We do it by inserting an intermediate script into the process - sort of meta-server. That way you can add support for includes or if conditions. We do #if's on everything from inline JPEG support to whether the browser supports tables, tables with images, tables with forms and recursive tables (gotta love moving standards!).
