A couple of other things that came to mind: * Since <TR> has the ID attribute, it would be good for it to have the INDEX attribute too, so that you could index items in a table on a per-row basis. * Given that text is supposed to flow around images and figures, which elements should NOT flow around graphics, but instead be moved down past the graphic? Should any PARA or TEXT flow, but not other things? Should it be just <P> and its contents? Some things, like tables, would not flow very well. Other things, like lists, you could flow, but it would look lousy and possibly be confusing to the reader. * Should the caption be used on a figure if the browser does not display the graphic but rather the substitute text?
