An HTML 3.0 suggestion

I note that IMG has ALIGN=TOP by default. My impression of the de-facto state
of HTML 2.0 is that ALIGN=BOTTOM is the default. If so, the ALIGN default
should be changed in HTML 3.0 to match. At the very least, Mosaic appears to
treat the default as BOTTOM, so people have probably come to expect it.
