In a programming sense, HTTP is lower level than HTML. In terms of authority, however, HTTP has more authority than HTML; it is on a higher level of authority than HTML. HTTP encoding determines the encoding unless it has not been set and there is no default, which means the browser then relies on the HTML. HTTP overrides the HTML in the sense that the HTML is not even considered.
