[html401] "type" attribute of <script> element

In
<http://www.w3.org/TR/1999/REC-html401-19991224/interact/scripts.html#adef-type-SCRIPT>
it is unclear why "type" can not just take the "default scripting
language" as default value and therefore be made optional. The SVG WG does
specify a default scripting language (ECMAScript) and allow users not to
specify that for ease of authoring. This default is also what is commonly
implemented by HTML UAs. Please change the draft so that the HTML
specificationn does this too and ease of authoring is ensured.
