In <http://www.w3.org/TR/1999/REC-html401-19991224/interact/scripts.html#adef-type-SCRIPT> it is unclear why "type" can not just take the "default scripting language" as default value and therefore be made optional. The SVG WG does specify a default scripting language (ECMAScript) and allow users not to specify that for ease of authoring. This default is also what is commonly implemented by HTML UAs.
