Dear HTML Working Group,

Please add conformance requirements that say an XHTML 2 document that 
contains a usemap referencing an element other than an nl is not conforming.

Please also add a conformance requirement saying that an XHTML 2 family user 
agent must render the fallback content if the referenced element is not an 
nl element.
