Dear HTML Working Group, Please clarify what "accessing the remote resource fails" means, for example is a document with HTTP status 404 with a content body a failure, or a success? Is a response with HTTP status 204 a success? If so what is the result, no content rendered including the fallback? Is an HTTP status code 401 response a success or a failure, if it's a failure, what is the overriding motivation for changing the SHOULD of RFC 2616 that the entity be presented to the user? Similarly all other HTTP status codes where there's any ambiquity need to be clarified in the specification. Regards, Jim Ley
