Dear HTML Working Group, 3.1.1 says that a strictly conforming XHTML Family User Agent document ... MUST meet all the following criteria, then contains a list containing "There SHOULD be .." This pattern is unclear, please re-write the 9th entry to remove the ambiguity: "In the absence of a style-sheet, including user agents that do not process style sheets, the default visual presentation must be as if the user agent used the CSS style sheet specified in Appendix H." or remove the contrainst from what a conforming user agent MUST do.
