Dear Working Group, 3.1.1 says that a strictly conforming XHTML 1.0 document ... MUST meet all the following criteria, then contains a list containing "There SHOULD be .." This pattern is unclear, please change the introduction to 3.1.1 to remove the MUST constraint, or ensure that all the entries are a MUST. An introduction saying: "A strictly conforming XHTML 2.0 document is a document that requires only the facilities described as mandatory in this specification. Such a document should meet all the following criteria:" Will remove any confusion. Regards, Jim Ley.
