XHTML M12N: Definition of facilities

Hi,

  Section 3.5 of XHTML M12N refers to the term "facilities" but does not
defines what it means. XHTML 1.0 defines the term as

  Facilities are elements, attributes, and the semantics associated with
  those elements and attributes.
