As the title says, I am curious why the "target" element of anchors or map areas is not present in the HTML 4.01 strict DTD. It is still the only element to decide what frame a document is opened in, and the only way (short of scripting) to force a link to open in a new window. It is also not listed as depreciated in the HTML 4.01 specification, nor has it migrated to CSS, which makes its absense in the DTD strange. A response on this matter would be greatly appreciated.
