In XHTML 1.0 transitional, the content model of form allows inlines and PCDATA, but in XHTML M12N the legacy redeclarations module does not redefine its content model although it does redefine the content models of body, noscript and blockquote. The net result is an inconsistentcy in the content model of form between XHTML 1.0 and XHTML M12N with the legacy module. James
