Gentleman: I have the part considered to some questions in XHTML 1.0 document. [section 3.1.1] This text: Such a declaration is required when the character encoding of the document is other than the default UTF-8 or UTF-16. [Appendix C.1] This text: the document can only use the default character encodings UTF-8 or UTF-16. I wonder the character encoding of the document can not use the default UTF-16, because IANA's character-sets dose not have UTF-16. Moreover, this document does not have the XML declaration. By the way, "keio" is an abbreviation for "慶應義塾大学" in Japanese or "Keio University" in English.
