Possible error

Good day!  I think I may have found a possible editing error in the W3C
specifications for HTML 4.01.  In section 2.1, number 1, it is noted "A
uniform naming scheme for locating resources on the Web (e.g., URIs)."
Shouldn't that be read "URLs", as it is (I believe) referring to the
Uniform Resource Locator?
Please correct me if I am wrong.
