I just noted that while

  http://www.w3.org/TR/html4/sgml/entities.html

claims that HTML 4.01 provides character entities for *all*
CP1252 characters, I couldn't find the entities for the following
CP1252 characters listed on

  http://www.microsoft.com/GLOBALDEV/Reference/sbcs/1252.htm

8E = U+017D : LATIN CAPITAL LETTER Z WITH CARON
9E = U+017E : LATIN SMALL LETTER Z WITH CARON

Is there a good reason for this omission or is it just a bug in the
spec?
