(INS|DEL) definition

In Section 7.5.1 (The BODY Element) of the HTML4.0 specification, the term +(INS|DEL) is included in the element
declaration.  As far as I could tell, neither INS nor DEL are defined anywhere in the specification.

If it is, could you please let me know where.
