The [WEBSGML] reference uri should be 
   http://www.sgmlsource.com/8879rev/n1955.htm
...and not
   http://www.sgmlsource.com/8879rev/n1929.htm

This is an error in the normative references section:

   [WEBSGML]
    "Proposed TC for WebSGML Adaptations for SGML", C. F. Goldfarb,
    ed., 14 June 1997.
    Available at http://www.sgmlsource.com/8879rev/n1929.htm
                                                      ^^            
                                              should be 55
