none of the ds.internic.net URIs in the HTML4 References section work

aloha!

i have been trying to obtain several of the RFCs listed in the HTML4 spec and
which are listed as residing on the server ds.internic.net, for the past
several days, but invariably receive a "connection with the server could not be
established" no matter what the time of day or night, and no matter which
browser i use (MSIE, Netscape, Lynx32, Lynx 2.7.2, Opera 3.51)

i have searched internic's web space for the term "RFC", but such searches turn
up nothing...  since i am specifically interested in obtaining the correct URI
for RFC 1776, any assistance you might be able to provide would be greatly
appreciated,
