There is an error in your HTML4.0 spec document. There is a line that gives an example of the use of http-equiv: <META http-equiv="refresh" content="3,http://www.acme.com/intro.html"> This should be : <META http-equiv="refresh" content="3;url=http://www.acme.com/intro.html"> as far as I can deduce from other sources. Your version does not seem to work, atleast in netscape v4.06. In general the syntax for the use of the http-equiv attribute does not seem at all clear from your document, and links to sources describing these would be useful.
