what about the second paragraph of section 24.4? With the addition of
Z-caron and z-caron in the 128 through 159 range of code page 1252, there
are no longer character entities for each of the remaining characters in
the range, thus negating the first sentence of the second paragraph of
section 24.4. If the entity list is not going to be extended in HTML 4.0,
then the second paragraph of section 24.4 should be reworded to note that
not all of the characters in the 128 to 159 range of code page 1252 have
corresponding character entities.
