(As described in http://www.w3.org/TR/PR-html40-971107/) It appears that the NOFRAMES element is not defined in the strict DTD. As a result the example main.html shown in 16.4.1 does not validate. It is OK if the DOCTYPE is changed to refer to the transitional DTD. I see nothing in the text to suggest that the usage of NOFRAMES is deprecated, so it looks like an accidental omission from the strict DTD?
