Case-sensitivity of "<!DOCTYPE ..."

Hello editors,

While working on the CSS specification, I found that
if the document type declaration does not appear
with upper case letters:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">"

but instead is written:

<!doctype html public ...

then nsgmls complains and the document is not recognized.

I think the HTML spec should say something about the
case-sensitivity of the document type declaration. Could
someone with an SMGL book let me know and I'll add
something?
