Some comments: 7.3.1. Notes on using colors: it's worth explicitly mentioning that when one uses a background image, one should also set the background color when users do not load inline images, or to allow one to read the page as the background image is loading. 9.1 Internationalization... in the same section that mentions the use of LANG and DIR, the draft should give a pointer to the use of LINK to point to alternate translations of the document. 10.4 INS/DEL - I think there is still room for another element to mark general changes to signify a section has changed. Amending the core attributes (or at least adding to DIV and SPAN) attributes to indicate datetimes when the content is valid and when it expires etc. is worthwhile.
