First, thanks for your feedback. We are aware of this discrepancy in the draft made available to the public. It is only due to the fact that at the time of release it had not been decided yet how frameset documents would be specified in the DTD. It has now been decided that two different DTDs would be provided, one for frameset documents and one for others.
