FRAMEs in the same column should be allowed co-scroll or scrolling=same
NOFRAMES should be allowed around the FRAMESET to prevent tedius abysms
SRC empty should default to the BODY and any outer-specified #startname
SRC=#startname should default to the BODY and self-specified #startname
SRC=##stopname should default to the BODY and self-specified ##stopname
[displaying the ##stopname at the bottom of the FRAME]
[alternatively SRC=#,stopname - #startname#stopname designate shades]
and additional comments ...
ALT="..." should be deprecated for "..." standing alone inside elements
ONKEY{^C}=javascriptcodingline, etc., should define a user-acceleration
