broken links in HTML 4.0 draft spec

There are a number of broken links to references in the
HTML 4.0 draft spec of 8-July-1997.  They should be "../"
instead of "./".  The following Unix shell command will
find them if executed in the top level directory of the spec:

grep '"\./references' */*.html
