What do you mean by "a downloadable HTML 3.2 spec"?
The HTML 3.2 specification is available at:
http://www.w3.org/TR/REC-html32

It's a single HTML file and is then easily downloadable.

Note that W3C has just released the first draft of HTML 4.0 which will
supercede HTML 3.2. The draft is available at:
http://www.w3.org/TR/WD-html40/
