Is "sbquo" (single low-9 quotation mark) a typographical error. It is
inconsistent with the other quotes. They have position first: base, left, or
right; then type: single, double, angle, or single angle. Thus it should be
"bsquo".

"circ" is from ISOdia not ISOpub (source: The SGML Handbook).
