Typo in "Hypertext links in HTML"

Hello!

I just read the document at:
http://www.w3.org/pub/WWW/TR/WD-htmllink
and thought I just report a minor typo.

I thought it was kind of confusing where the " was used and where it
wasn't, but
it is clearly one missing in:   
    <META NAME=description CONTENT=Idylic European vacations">
                                  ^^^

Thought you might want to know.

I have three or four ideas on new tags to html, guess it is not your
department, but since I am writing a message... How do I find out if it
has been considered and rejected allready? 
And if it hasn't been thought about, who/where do I tell about it?
www-html@w3?
Maybe that is something for the FAQ?
