Cougar and charset for "Unicode"

Cougar mentions the charset "Unicode-1-1".  This corresponds to Unicode 1.1,
which has been superseded by Unicode 2.0.  No appropriate charset is yet
registered for Unicode 2.0.  It will most probably be "Unicode", to match the
existing "UTF-8" and the "UTF-7" proposed in <draft-goldsmith-utf7-02.txt>.
