Dear Working Group, The load action (10.1.8) does not specify the meaning for relative URIs and how these are resolved. E.g. if the @resource is relative should the load: 1) fail 2) resolve the URI using the host document's base URI (or xml:base as a SHOULD) If the load action uses a single node binding what happens when the value is a relative URI: 1) fail 2) load the resource relative to the host document's base URI (or xml:base as a SHOULD) 3) load it relative to the instance's (pointed to by the single node binding) base URI?
