I think you're right: if there's a way to only conditionally _fire_ an action, as opposed to firing one and then conditionally cancelling it, then I'd be fine with that.  As you suggest, the trigger would then always fire the first submission, but only fire the second in certain cases.  Given my example code, how would I go about doing so?
