Sorry for the late reply. I just saw your message in this list today. 
Yes, you can install OXF on Tomcat 3.3.1. The instructions are the 
same as for Tomcat 4.1.x. If you have other OXF-related questions, I 
suggest you post on the oxf-users mailing list 
(http://www.orbeon.com/oxf/).
