Hi Steven, The verb element/attribute pair was eliminated in favor of expanding on the 'method'. Since method is required to specify, there is no longer confusion about the default verb (by which we meant submission protocol operation, which under the http protocol is in fact called the method). The ability to control the "verb" now rests with the 'method', so in the table in 11.9 there is no longer an ambiguity about how the http method/protocol verb/protocol operation is obtained. Please see the newly titled column "Submission Protocol Operation" and in particular the value for the row for "Any other NCName". We believe this solution satisfies the intent of your feedback in this last call issue.
