toggle element refers to undefined "the conditional statement"

In section 9.2.3 of XForms 1, the last sentence refers to "the conditional
construct", but there is no obvious definition of this in the chapter
in question and there is no hyperlinking to a definition elsewhere.

Was the intention to say "switch element" here, or is "the conditional
construct" meta language, that needs defining, or at least a link to 
the definition?
