The XForms working group discussed the issue you raised at their last face to face meeting.
 
The importance of the issue was never in question; however, the general consensus appeared
to be that the problem would be solved by the user agent rather than by the form.  As a result,
the issue was not recorded as a requirement on XForms.
 
Please reply to this email to let us know either that you agree with this assessment or, if
you do not, could you please express your further thoughts on and technical details of a 
forms-based solution?
