XForms CR - What is "form data"?

Among the seeming inconsistent use of terms in the XForms CR is the use of 
the term "form data".

This email is being sent to www-forms-editor@w3.org in expectation of a 
formal response clarifying use of the term in relevant parts of the 
specification document.

In 2.2 "form data" seems pretty clearly to refer to data entered by a user.

In 11.4 "form data" seems to refer to the serialized XML which is sent to the 
server.

In 11.6 that is referred to as "serialized form data".

Perhaps usage in 11.4 should be changed to reflect 11.6 usage and distinguish 
it from usage in 2.2?
