Fw: ERROR REPORT (URL - )

Hello!  Would you please tell how to correct this error?
I sent a filtered webpage http://www.refdesk.com
 by email to <www4mail@wm.ictp.trieste.it> and got this ERROR Report.

The email's header:

[ In Outlook Express5.0 CHINESE version I set the email to :
Content-Type: text/plain;
 charset="iso-8859-1"
Content-Transfer-Encoding: 7bit
But Outlook express automatically changed to    charset="Windows-1252" ]
Language encoding has brought me lots of Error Reports. But does this time
have anything to do with language encoding? Outlook Express' default is
Windows-1252 (Western Europe ISO).  Is it accepted by www4mail and
elsewhere?
