NOTE: 
XCHARSET and XLANGUAGE will not work when you use the GET or SEND command.
They only work when you use the SOURCE, TSOURCE ot XGET commands.

So try
XCHARSET koi8-r
XLANGUAGE ru
SOURCE http://chat.home.ru
