Static and Dynamic Properties is a W3C Candidate Recommendation. Available

Abstract

   This document defines platform and language neutral programing
   interfaces that provide Web applications access to a hierarchy
   of dynamic properties representing device capabilities,
   configurations, user preferences and environmental conditions.
