I would recommend separating the layout of the browser and browser controls 
from the layout of the document. In general the UI should remain in the 
locale setting for the user's system and things like  left -vs- right 
palette/control-bar order/placement scroll-bar should not move when a 
document comes up in a different writing-mode (of course the horizontal 
scrollbar should activate if the view is wider then the window and the 
vertical scrollbar if the view is taller, which has the effect of 
activating one for vertical writing modes and the other for horizontal for 
a well-designed document).
