Style | Link to CSS style sheet not seem to work

re: Style menu, select link to link to an external style sheet.

Problem:
Cannot apply any css styling to any open html documents.

It is as if CSS is disabled.

After attempting to apply an external style sheet to the html document, the html document does not reflect css styling.  
My question is...how do I apply CSS styling to an open html document?  I read  the User Manual.

Alternately, to see if style sheet can be enabled, I created a copy of the html document and added the css code inline.   Still no success.

my html document is markup validated.
env:  Amaya 9.53 (Windows 2000)
