setting proxy environment variables

On http://www.w3.org/Amaya/User/Proxy.html, the information for Windows 
environment variables needs updated for Windows XP and possibly NT and 
2000 and ME.  The way to add environment variables is through the tab in 
msconfig or the Advanced tab of System Properties.
