Mesa configure error

I checked out the source code via cvs, and downloaded and unzipped the
lib sources (amaya-lib-src-9.53.tgz) in the root of the amaya tree. I
get the following configure error:

configure: error: Mesa library sources not found (opengl). Please
download Mesa sources (http://www.mesa3d.org/) or remove --with-gl option !

I've  tried '../configure --without-gl' and '../configure --with-gl=no'
to no avail.

Can someone tell me what I'm doing wrong?
