I don't understand why the libwww is not built in your case.
This part of configure didn't change since several versions.
Usually the libww is configured and built by the top Makefile
see the section "libwww_config:"
I suggest you remove all libwww directory and files in your LINUX-ELF 
directory and force a "make libwww"

Normally "make" and "make all" should do the same, but it seems that's is 
different on some platforms. I'm not enough expert in that domain to explain.

Someone could explain that?
