access key for editor mode

While testing the last problem of scrolling loop
i had suspected it was an edit/read mode problem
so i tried setting the edit mode using the new 
shift ctrl *  keyset --- could not get it to toggle
i repeated several times as the starting two times 
for first toggle still persists...  but i could not get a toggle
to occur using the access key sequence either as 
 single step routine    press shift press ctrl press *   
as the instructions say  or  shift-ctrl-*   (simultaneously)

and if a simultaneous thing then the shift notation is 
redundant as the * is a shifted key always ????

Since so many shortcut access keys were added at once
perhaps not all were thoroughly tested in the Windows 9x
environment.  The testing process must be incedibly complex
because of the number of platforms you support.  
Hopefully feedback from retired guys like me with lots of
time and no life can help you find quirks on platforms 
other than the original.
